See how VetsAmerica helped modernize the VA's Human Resources function by providing an executive level Dashboard to track key HR issues across the country instantly.

 

 The VA’s Office of Resolution Management (ORM) has a mission to “promote a discrimination free work environment focused on serving veterans by preventing, resolving, and processing workplace disputes in a timely and high quality manner.” To achieve this mission, ORM offers prevention programs that ensure employees and managers understand the characteristics of a healthy work environment and have the tools necessary to effectively address workplace disputes. In addition, ORM serves as a resource for the resolution of workplace disputes and is the lead organization for workplace alternative dispute resolution (ADR) within VA. ORM also is responsible for Equal Opportunity (EEO) Complaint Processing, performing complaint processing, compliance functions and overall EEO oversight for VA. Lastly, ORM is responsible for recruiting, developing, training and retaining a High Quality ORM Workforce.

 

To accomplish their goals, the ORM established a performance plan to achieve this mission within the following core task areas:

 

  • Identify the area of focus – Workplace dispute resolution.
  • Collect information pertinent to the area of focus – The ORM Complaints Automated Tracking System (CATS) to capture Equal Opportunity performance, Alternative Dispute Resolution (ADR) System and the VA Human Resource Systems.
  • Aggregate and calculate measureable indicators to assess performance – Business rules and measurements for monitoring the key performance areas.
  • Devise strategy for improvement (if necessary) – Based on the analysis provide management tools and techniques to improve or maintain performance.
  • Communicate – Disseminate the results and strategy.
  • Manage – Reassess focus area to identify change and evaluate performance over time.

 

The VetsAmerica Team designed and developed the E-Dashboard application using a scalable, flexible backbone of Sharepoint 2010 and Performance-Point Services. Our team integrated the existing SQL Server 2005 databases, and used this structure to aggregate the existing CATS, EEO, and ADR data into a single data stream. Our Team developed a pilot dashboard design in compliance with the PWS and with extensive input from program stakeholders. 

 

The VetsAmerica team performed the task using a combination of MS SQL, SharePoint, SAP, SAS, PerformancePoint BI, Pro Clarity BI, and MS Reporting Services. The final pilot provided a visual platform of summary data with the option of drilling down to the data details of the summary. It organized EEO and ADR data into easy-to-read charts, graphs, and tables to provide a structured view of the data. The pilot is capable of providing a real-time view into the key performance indicators (KPIs) while integrating into the VA’s existing user security framework.

 

The final E-Dashboard prototype provides an organized summary of the “health” across the organization at the Department, Office, VISN, and VAMC levels across the VA through intuitive displays and analysis capabilities for strategic management. Today, the live  Electronic Dashboard application assists VA decision makers in assessing the overall success versus the performance plan and indentifying new opportunities for improvement. Our team continues to support the E-Dashboard application, and we continue to receive high praise for our dashboard application design from project stakeholders.
